Abstract
:
This research investigates the perceptions and attitudes of employees in some selected public sector organizations in Brunei Darussalam toward the adoption of Zero-Base Budgeting. A questionnaire was used to measure respondents’ perceptions towards the familiarity, support that might be expected, as well as the benefits and the problems that might be encountered if this technique will be implemented. The biggest problem in the ZBB adoption was the time and paperwork involved. But despite this problem and others, the respondents shown strong support and believed that ZBB was a good tool of improving the quality of management decisions, educating senior financial officers about the operations of their departments and encouraging greater line management involvement in budget preparations.
